The consultation outlines plans for the transfer of LSC 16-19 education and training funding to local authorities and the creation of a Skills Funding Agency to manage supply of training for adults.

CFE welcomes the broad direction of proposals laid out in the consultation, which if implemented effectively will enable local authorities to take a strong local strategic lead on the 14-19 agenda, in line with an integrated approach to Children and Young People's Services. 

There are however, several points within the consultation which we believe need further consideration and early clarification.  These include:

  • the capacity and resources of local authorities to plan the transition;
  • considerations around sub-regional arrangements;
  • linking into employers demand;
  • and further details around the transition itself

CFE’s extensive experience of working within the skills arena along with a CFE hosted workshop to explore the implications of the transfer of funding, and challenges faced by local authorities informed our response.
