Delivery plan to increase adults qualified to L2 and L3

CFE worked with DIUS to support the development of a delivery plan for meeting the 2011 targets for adult Level 2 and 3 attainment. The plan drew together the different programme deliverables already established in policy within a single instrument which can be used to monitor progress, manage issues and risks and support continuing alignment between key delivery partners and stakeholders.

The work included:
  • a literature survey of all current policy, planning and implementation documents
  • stakeholder interviews to identify further documents and gather perceptions on issues and risks
  • analysis of data to collate a single listing of deliverables (with milestones and deadlines), and an analysis across deliverables of issues, risks and monitoring and evaluation points
  • identification of proposals for managing issues and risks and monitoring plan progress with DIUS.

The project will produced a delivery plan that covered:

  • the key milestones and deadlines for each deliverable
  • the interdependencies between the different deliverables
  • an issues/risk register with robust identification and mitigation strategies for issues and risks which apply across the deliverables
  • plans for monitoring and evaluation of the delivery plan, setting out clear systems for identifying problems early and taking remedial action.
