ILEX Professional Standards: developing a risk framework

In support of IPS’ wider work to develop as an Approved Regulator under the terms of the new Legal Services Act 2007, we are working with them to develop a risk identification framework through which they can better understand their part of the legal services sector, and monitor, learn from, and act upon the risks inherent in its operation.

Through a three-stage research, design and development process, CFE will be working with IPS to create a risk framework which will be credible to its stakeholders, and will be:

  •  Non-prescriptive: specifying ‘what’ is being done without driving down any particular way of doing things.
  • Efficient in dealing with ‘hygiene’ factors: so it can focus efforts on the more complex, volatile factors.

During the research phase, the CFE team will conduct an extensive literature review, analyse ILEX member survey data and conduct depth interviews with IPS stakeholders and customers, to better understand emerging business models and their implications for regulation.  The final product – a new risk framework – will be delivered to IPS at the end of March.
