CFE provided support to the Leadership and Management Advisory Panel from 2006 to June 2008.

The Leadership and Management Advisory Panel was established in 2005, to offer strategic advice to Government Ministers, the Boards of Non-Departmental Public Bodies and other major agencies on routes to improve the quality of leadership and management across the private, public and voluntary sectors in the UK.

As well as providing advice, the Panel's aim was to promote understanding of the value of leadership and management in driving businesses forward, and to use the knowledge to identify areas for improvement and investment.

CFE provided a secretariat role and facilitative capacity to the Panel with support in developing its wider programme of work. On behalf of the panel, CFE was involved in developing a number of proposals within the workplan. Specific activities included;

  • Supporting a research led project investigating SMEs access to Leadership & Management training and development within Higher Education
  • Overseeing the scoping phase and feasibility study for a new Leadership Award programme
  • Drawing up guiding principles for a new Leadership & Management Programme
  • Producing concise case studies to best represent good practice
  • Drafting a submission for the Leitch Review of Skills presenting a series of recommendations of which three were directly mentioned in the final Leitch report
  • Developing a workplan to encompass the implementation of Leitch's recommendations
The final panel meeting was held in June 2008 and was attended by David Lammy, Secretary of State for Skills and Chris Humphries, CEO of the newly established UK Commission for Employment and Skills (UKCES).

A Key Messages paper was presented on behalf of the panel which outlined the Panel’s vision of inspirational leadership and effective management.

The Panel see leadership skills at the core of unlocking the high skills, and high value added economy that the UK aspires to and this relies on those across business and enterprise taking positive steps to;
  • recognise the value, benefit and impact of leadership at every level so that every leader and manager is conscious of their leadership role
  • commit to continually improve leadership performance
  • strive to provide innovative development opportunities that make a difference
David Lammy gave his commitment to driving forward the Panel’s agenda, seeing the newly formed UKCES as the main conduit for future activity and best placed to champion the cause.
