Multi agency employment and skills team policy review

CFE was commissioned to undertake a review looking at the effect new government policies may have on the operation of a multi-agency employment and skills team based in the Highfields Community Centre, Leicester.

The aim of the team is to provide a local solution, broadly to the problem of worklessness, in one of the most deprived areas of the city. Announcements around changes to employment and skills systems, future delivery mechanisms, and products such as the Adult Advancement and Careers Service (AACS) and elements of it such as Skills Screening, Skills Health Checks and Skills Accounts may all impact the current Highfields Centre.

The review carried out by CFE included:

  • looking at the multi agency approach to the provision of Information, Advice and Guidance (IAG), how it works and barriers to employment it may remove;
  • how the centre’s service links with other similar services in the area; and
  • how the service will be affected by the proposed new services

The review included a literature review to gather secondary evidence, followed by a visit to the centre and interviews with the centre manager, staff, and stakeholders.
