Training Quality Standard in Higher Education Institutions

In accordance with the emergent employer engagement policy agenda, CFE is exploring the application of the Training Quality Standard (TQS) in the unique context of higher education.

A pilot group of seven universities is undertaking a programme of work that will involve them trialling the TQS framework as a quality-improvement and development tool.  The pilot will inform the development of the assessment process and supporting documents for higher education institutions (HEIs) considering using the TQS and/or seeking certification.

CFE believes that the TQS can support universities to develop, or refine, their employer engagement strategies and services to business, whilst fostering a culture of employer-responsiveness.

CFE recognises the differing nature of the provider-employer relationship in the HE sector and the need to explore how the TQS should be interpreted in this setting. Supported by a series of one-to-one sessions and workshops with licensed TQS Assessors, the pilot group of universities are working with us to:

  • identify effective practice in employer engagement;
  • explore TQS in the HE context and determine how it can best be utilised to support the achievement of institutional and wider policy objectives;
  • scope the award and consider the process by which a business gateway, faculty, or department might apply for certification.
Work to date has highlighted a range of questions that we are seeking to explore with the pilot universities over the coming months, including:
  • how best the TQS complement existing quality assurance frameworks that universities work within
  • what guidance and support is needed to help contextualise the TQS within a university setting.
