CFE has been commissioned by the National College for Leadership of Schools and Children’s Services to undertake an evaluation of the impact of the roll out stage of the redesigned National Professional Qualification for Headship (NPQH) and Head Start Programmes. The National College works to develop and inspire great leaders of schools, early years settings and children’s services so that they can make a positive difference to children’s lives through the provision of development and networking opportunities, professional support and leadership resources.
The NPQH is designed for aspiring headteachers and it is mandatory to hold the qualification in order to apply for a first headship role in the maintained sector. It offers participants a personalised programme based on their individual development needs and provides them with access to a range of opportunities including national learning materials, placements, coaching, online resources and local leadership development activities.
The Head Start programme is a revision of the Early Headship Programme and will be available from April 2010. Participation is voluntary and involves a support package for new head teachers that includes leadership development activities such as peer support and online materials.
CFE will adopt a mixed method approach including quantitative and qualitative approaches to primary and secondary data collection. Methods will include: participant surveys, depth interviews, and focus groups; data review; and visits to delivery centres.
