CFE worked with the UK Commission for Employment and Skills (UKCES) to develop a top-down and bottom-up view of the UK employment and skills system.
During the project, CFE consulted with policy-makers and providers both in England and each of the devolved administrations. The final analysis compared and contrasted ‘top-down’ and ‘bottom up’ perspectives on performance management frameworks with a view to identifying how and where they may better be integrated and aligned.
